Miran Louis has finally said something substantial about what he actually plans to do as Saint Lucia's Technical Director. Nearly a month into the job, effective from September 1, he laid out a vision built on three pillars: grassroots structure, a bigger referee pool, and better scouting of higher-level players. It's the most detail he's offered publicly since taking over from Cyril "Ces" Podd.

What He Actually Said

Louis told St. Lucia Times the priority is building from the bottom up. "We need to solidify the structures, especially from the grassroots area going all the way up," he said. On officiating, he was direct: "Increasing the referee pool is very important for improving the officiating on the island." He also pointed to recruiting higher-level players through global scouting networks, and praised the Under-15 boys preparing for their FIFA festival debut as an early sign of the pipeline working. Separately, Louis has told Voice St. Lucia he expects major progress for Saint Lucian football over the next five years.

What Offside758 Asked

When Louis was appointed, Offside758 asked a specific question: how does a UEFA B Licence and a Concacaf A Licence still listed as "candidate" status compare with the credentials held by Technical Directors elsewhere in the Caribbean, most of whom carry UEFA A Licences, professional playing careers, or both? We asked what his actual plan was, and what measurable improvement Saint Lucian football should expect from the appointment.

This is the first time since that piece that Louis has said anything close to a plan in public. Grassroots structure, referee numbers, and scouting are all real, concrete priorities. None of them touch the credentials question directly. A grassroots plan is not itself a demonstration of the technical-department experience Offside758's Caribbean comparison raised. It's an answer to a different, and still legitimate, question.

What's Actually New Here

To be fair to Louis, this is more than he'd said before. A vague appointment now has three stated priorities attached to it, and one of them, the referee pool, is a specific, checkable commitment rather than a platitude. If the number of active referees on the island is higher in a year, that's a fact Offside758 can go and check. That's worth something.

What Still Isn't Answered

None of that makes the new priorities wrong. Grassroots and referees are exactly the kind of unglamorous work a Technical Director is supposed to do. But a vision statement about structures is not the same thing as an answer to a question about standing, and Saint Lucia football is still owed the second one.

A grassroots plan tells you what he wants to build. It doesn't tell you whether he's qualified to build it.

Offside758 will keep tracking whether the referee-pool number moves, and whether the credentials question gets an answer instead of a workaround.
